New data requirements for inbound/transfer cargo to or through the European Union
Effective March 1, 2023, the European Union (EU) is introducing new customs requirements. Specifically, air freight shipments traveling to or through the EU, Switzerland, Norway, and Northern Ireland, will require additional information prior to shipping. This is to comply with the EU’s Import Control System 2 (ICS2), a new, large-scale customs electronic import system intended to enhance safety initiatives and simplify information exchanges.
The additional data capture will likely require process and/or technology changes for most airlines. As such, the EU has agreed to allow extensions for full compliance beyond the March 1 effective date. United is one of several carriers who have requested extensions.
A few things to note:
- The air waybill (AWB), consolidation manifest, or FWB/FHL messages for all MAWBs and HAWBs will need to include the following information to remain in compliance with ICS2:
- The 6-digit Harmonized Commodity Codes (HS Codes) of the inbound goods on HAWB level, and on AWB level for direct shipments.
- EU Economic Operator Registration and Identification (EORI) Number of the EU consignee – where assigned on HAWB level and on AWB level for direct shipments.
- United Cargo will begin requesting additional customer info March 1 – June 30. The required information will become mandatory on July 1.
- Effective July 1, if customers do not provide the information above, we will be unable to accept their shipments.
For self-filers: if you have elected or are planning to self-file directly to customs authorities, contact us as soon as possible to review the additional steps required to avoid shipping disruptions.
